Born in Montevideo, Uruguay, on November 6, 1960. Spanish national of ex iure sanguinis origin. Married marital status, one child. He completed secondary studies in Ponferrada and studied a Law Degree at the University of Alicante, joining as a professor after his degree in 1992. He received his doctorate in Law on November 6, 1999, with an outstanding cum laude rating. Full Professor at the University of Alicante since March 2003
