Adrián Ballester-Espinosa is PhD in communication from University of Navarra. He is also a telecommunications engineer and an MBA master and teacher training from Miguel Hernández University. This comprehensive training in various fields has enabled him in his professional career to exercise managerial responsibilities. Specifically, in the last 13 years he has held different senior positions both in the Generalitat Valenciana, in the Alicante Provincial Council and in the Redován City Council. He has also worked as an engineer in the realization of telecommunications infrastructure projects.
His most extensive professional career has been developed in the Alicante County Council with several important digital transformation projects such as the modernization plan for city councils in the province of Alicante, the “Alicante Smart Province” project or the presence of the Provincial Council in numerous European projects .
At the academic level, he is a secondary school teacher, specializing in computer science and electronic systems. He is a visiting professor at several universities and the author and editor of several publications, both books, scientific articles and conference communications. His research mainly deals with innovation, modernization and communication in the governmental field as well as issues of new governance and how it affects the reputation of Governments and Administrations such as transparency, electronic administration or the application of disruptive technologies.
