A senior lecturer in Administrative Law at the University of Alicante since 1997, he earned his PhD in Law in 1995 with a pioneering thesis titled El régimen jurídico de los riesgos mayores. La protección civil (‘The legal regime of major risks. Civil protection’, director: Ramón Martín Mateo, PhD). He is also interested in other lines of research related to environmental issues, urban planning or social responsibility, among others. He has participated in national and international conferences (Mexico, Peru, Costa Rica or Brazil) and in numerous research projects, both public and private. He studied at the Centre de Recherches Interdisciplinaires en Droit de l’Environnement, de l’Aménagement et de l’Urbanisme (CRIDEAU) in Limoges, France and at the Scuola di Specializzazione in Studi sull’Amministrazione Pubblica in Bologna, Italy. He has combined his teaching work in undergraduate and Master’s degrees at the Faculty of Law and others with other positions, working as an authorised legal representative of the state (Alicante Office of the State Legal Service, 2006-2007) and as a substitute senior judge (Contentious-Administrative Division of the High Court of Justice of the Valencia Region, 2007-2013). Furthermore, he was Director General for Social Responsibility and Self-Government Promotion within the Valencia Region Government’s Department of Transparency, Social Responsibility, Participation and Cooperation (2015-2019), a position that allowed him to advance social responsibility policies in the Valencia Region or promote the creation of the Valencia Region Government’s Research Chair in Social Responsibility at the University of Alicante. During this period, he was also director of Revista Valenciana de Estudios Autonómicos and vice chair of the Valencia Region’s Civil Law Codification Committee.
