Academic background: Degree in Law from the University of Alicante in 2004, and Doctor in Law, with European Doctor Mention, from the University of Alicante in 2009 with the qualification of Excellent Cum Laude by Unanimity of the Court. He received the Extraordinary Doctorate Award.
Academic / Research stays: He has been a Visiting Researcher at the European University Institute of Florence (Italy), a Center dependent on the European Union, in 2007. He has been a Visiting Professor at the Universities of LUM (Bari - Italy) in 2021 and 2022, and at the Pontifical University Catholic of Peru (PUCP-Lima) in 2022 and 2023.
Publications: Author of a total of 83 academic publications, including 7 books, 1 Manual on Computer Law, 42 Book Chapters (with 2 Collective Works), 22 Articles in Indexed Scientific Journals, related to Administrative Law, especially on Electronic Administration, Administrative Procedure, Public Procurement, Environmental Law, Urban Law and Local Law. He is associate editor of the "European Review of Digital Administration & Law", a six-monthly international review, published both in print and online (http://erdal.aracneeditrice.it), with the editorial participation of scholars from leading European academic institutions.
Conferences and research projects: He has participated as a speaker in more than 200 congresses, courses and seminars on Administrative Law, on subjects such as e-administration, transparency, good governance and good administration, common administrative procedure, public procurement, environmental law, etc. He has participated in more than 20 competitive research projects, being Principal Investigator in 2 Emerging Projects. He is currently Principal Investigator (PI2) of the Ministry's Challenges Project, call 2019, entitled "Open data and reuse of public sector information in the context of its digital transformation: adapting to the new regulatory framework of the European Union". He has also participated in more than 10 Research Contracts (art. 83 LOU - OTRI).
