Course context for academic year 2018-19

 La asignatura pivota sobre las modalidades posibles de la acción administrativa. Partirá de la clásica tripartición de la actividad administrativa, hoy conocidas como estimulación, prestación y garantía. Nos centraremos en la última que en su versión clásica era conocida como policía, y desde dos ámbitos, a saber: las policías especiales y, fundamentalmente, la policía de seguridad. En concreto la asignatura se ceñirá a conocer el modelo policial español.

Con esta discipina el alumno debe estar en condiciones de obtener una formación jurídico-administrativa que le permita estructurar el Derecho Administrativo sobre la actividad de policía. 

El estudiante requiere desarrollar las competencias que se indican, efectuando un seguimiento de la actividad teórica y práctica propuesta, tanto para supaerar la formación como para estar en condiciones de ejercitar los conocimientos adquiridos en las diferentes actividades profesionales.  

El estudio de la asignatura no puede desgajarse del estudio del Derecho Administrativo, parte general, que fue adquirido en el primer Curso a través de la asignatura "Introducción al Derecho Administrativo", donde nos remitimos.

Specific Competences (CE)

  • CE3 : Be able to extract and synthesise information from different sources, including: handling information and communication technologies, designing and applying appropriate research strategies for compiling data using quantitative and qualitative methods, and being able to apply basic statistical techniques to questions related to crime and victimisation when necessary.
  • CE8 : Be able to argue and describe different points of view and debate them in a logical and coherent manner and present conclusions in an appropriate academic format when dealing with questions of criminal policy, victimisation, criminalisation and responses to crime and deviation as well as on the perception and interpretation of the same by the communications media, public opinion and official reports.
  • CE9 : Be able to create prevention strategies in the fields of criminology, victimology and marginalisation, etc., guaranteeing public safety, fundamental rights and the solution of social problems.

Conocer y comprender la evolución histórica de la actividad administrativa de policía para entender la justificación de las limitaciones.

Conocer y comprender las actuales y variadas manifestaciones de la actividad administrativa de policía.

Resolver supuestos prácticos mediante el análisis crítico de la normativa, jurisprudencia y doctrina.

Adquirir un vocabulario jurídico básico.
